It’s completely different about that what RP is offering.
ReturnPath is listed as cooperation partner so I guess they are exchanging their 'whitelists'.
The business model behind this whitelisting services pushes e-mail into a "paid by the byte" model. Senders pay (by different models) to be included in a whitelist. Of course, commercial providers have an incentive to enforce their policies (otherwise people would stop using them), but only potentially "bad" senders have an incentive to make use of such paid services.
The new thing is, ISP don't have to pay, but Bulk mailers have to ...
