It is even an RFC, that is how open it is. I don't see any problem with requiring PGP and I actually like that they do.
Is there any encryption/signing standard that is more free and more open?
Maybe we should have a little PGP information presentation at the next SwiNOG and mend in a keysigning to get people up and running?
