Seems legit.
But do not click any links,  just login on the portal which Matias mentioned and you will see all open requests.
On the login page is also a phone number and e-mail if you have troubles logging in.

I didn't interact with IRC from EJPD for some time, but the messaging in 2021 was very close to the snipped you posted to the mailinglist.
The signature back then was mostly identical, but with another phone number. +41 58 463 34 29 Seems to be a legit phone number, according to: https://www.li.admin.ch/en/ptss/contact

So I don't see any phishing here and seems legit.
